Job Description

Core Responsibilities

  • Ensures implementation of Company safety, health and environmental programs for employees whose work is directed. Ensures that safe work practices are followed and the environment is fully protected in accordance with Company policy and governmental regulations.

  • Serves as SCADA Engineer for all Substation Engineering Projects assigned. Works closely with manufacturers, contractors, and suppliers relative to their proposals, project performance, specification of materials, processing of invoices for payment in accordance with their performance under contract.
  • Perform SCADA equipment specifications and bill of materials for all construction projects.
  • Serves as a subject matter expert on Substation Data Acquisition and Control (SCADA) theory, construction and operation in a modern power system. Thoroughly understands substation equipment including transformers, circuit breakers, switchgear, relays, meters and remote terminal units (RTU's).
  • Uses vendor software tools for the configuration of RTU's, Relays, Data Concentrators, Phasor Measurement Units, and maintains the computer systems in the T&S Engineering Department.
  • Understands Substation Data Acquisition and Control (SCADA) theory, construction and operation in a modern power system. Requires the understanding of substation equipment including transformers, circuit breakers, switchgear, relays, meters and remote terminal units (RTU's).
  • Serves as a subject matter expert in metering of the transmission and distribution systems.
  • Use vendor software tools for the configuration of RTU's, Relays, Data Concentrators, Phasor Measurement Units, and maintain the computer systems in the T&S Engineering Department.
  • Understands Substation communications systems including the hardware and media for fiber optic, RS-232, RS-485 media and communication protocols including DNP 3.0.
  • Become familiar with Smart Grid industry standards and specifications, including Interoperability that can be utilized to implement and advance smart grid applications for the Company's electric delivery system.
  • Be able to evaluate new technologies that O&R can use for Smart Grid.
  • Learn and understand the Company's substation work procedures to place Smart Grid equipment and applications into practice, while adhering to safe work practices.
  • Perform Engineering Cost estimating for feasibility studies as required to develop project alternatives.
  • Work with the field personnel in analyzing system problems and testing components
  • Prepare sketches to be used as the design guide for the Design Drafters in the preparation of standards and construction drawings.
  • Keep informed of the industry and keeps up-to-date with the latest developments in the Substation Equipment field
  • Attend departmental meetings as required insuring that the department is kept up-to-date on the progress of construction projects.
  • Participates in the Company's emergency management processes and storm plans.
  • Performs other related assignments as required.

Required Education/Experience

  • Bachelor's Degree in Engineering is required. Electrical Engineering (BSEE) is preferred. And 2 or more years of total work experience to include one year of applicable engineering work (Engineer O&R) Or
  • Bachelor's Degree in Engineering is required.
  • Electrical Engineering (BSEE) preferred.
  • And 3-5 years minimum of 3-5 years of engineering work experience in SCADA Engineering. Must be an experienced relay engineer capable of running relay projects, approving drawings and fault event review
  • (Sr Engineer O&R) Or
  • Bachelor's Degree in Engineering is required.
  • Electrical Engineering (BSEE) preferred.
  • And 8 years minimum of 8 years of engineering work experience, with at least 5 years of experience in SCADA design. Must be an experienced relay engineer capable of running relay projects, approving drawings and fault event review
  • (Principal Engineer)

Required Work Experience

  • Minimum 1 year experience related to SCADA system design. Required
  • Experience and/or knowledge of RTU settings and testing. Required
  • Interpret one-line, schematic, logic diagrams, and wiring drawings. Required
  • Excellent written and verbal communication skills, strong analytical, technical and computer skills. Required
  • Must show ability to apply good individual judgment, initiative, creativity and decision making in the handling of assignments. Required
  • The Principal Engineer must be technically proficient in a broad range of engineering responsibilities and show a willingness to explore and implement new and creative solutions. Required
  • Proficiency with ASPEN and SEL/GE software. Pref

Licenses & Certifications

  • Driver's License Required
  • Professional Engineer (PE) Senior Engineer O&R or Principal Engineer Preferred

Other Physical Demands

  • Must be able to respond to Company emergencies by performing a System Emergency Assignment to restore service to our customers.
  • Must be able and willing to travel within Company service territory, as needed.
