Job Description

Core Responsibilities

  • Provides support for capital and other construction projects performed by contract forces at all Con Edison locations
  • Serve as a liaison among Company departments.
  • Ability to lead and maintain the Company's essential relationship with the city, state and local municipalities . this includes the NYSDOT and Westchester municipalities for Westchester, and the NYC DOT for NYC.
  • Facilitate weekly restoration meetings and provide timely responses to any inquiries with results and clear communication.
  • Ensures quality of construction is delivered in the field by spot checking projects as needed.
  • Lead Joint Paving Agreement process for the Company in Westchester to maintain an elevated level of cost savings and beneficial municipal relations.
  • Lead the effort to resolve Municipality and customer restoration complaints.
  • Lead the effort to investigate CARS and NOVS received from the NYC DOT.
  • Monitors schedule and cost contracts. Reviews and reports on accruals and current work estimates.
  • Provides support for capital and other construction projects performed by contract forces at all Con Edison locations.

  • Initiate Contractor Procurement by preparing requisitions, special conditions, conduct contractor site visits, pre-award meetings, and prepare minutes of same.
  • Contributes to Environmental excellence by performing all work in a professional manner, in accordance with the highest standards of environmental protection and control.
  • Reviews project appropriation requests and related cost estimates and schedules. Recommends potential bidders for various projects. Attends pre-bid field visits, and provides written clarifications to Purchasing, to ensure that all information discussed is distributed to all bidders.
  • Reviews preliminary scoping document, appropriation requests, construction specifications, and drawings to insure constructability, clarity, and feasibility as related to costs and scheduling. Serves as a liaison among company departments.
  • Reviews contractor claims and change orders. Provides field support and participates in negotiations with contractors at the request of the Construction Manager.
  • Assists Construction Manager with reporting significant activities on construction projects and also assists with evaluation of audit reports and implementation of recommendations.
  • Acts as a subject matter expert on construction procedures or process improvement teams as required.
  • Ensures all construction work is performed in compliance with all agencies.
  • Perform other related tasks and assignments as required.

Required Education/Experience

  • Bachelor's Degree and a minimum of 3 years of construction field work experience. or
  • Associate's Degree and 6 years of construction field work experience. or
  • High School Diploma/GED and 8 years of construction field work experience.

Preferred Education/Experience

  • Bachelor's Degree In Engineering or Environmental Sciences. and a minimum of 3 years of construction work experience.

Relevant Work Experience

  • REQUIRED EXPERIENCE:
  • 3-8 Years of construction experience depending on education level.
  • Experience in the review and implementation of contract specification, drawings, scheduling, and planning
  • Strong background in Construction Management
  • Experience and knowledge in Construction specifications and procedures
  • Knowledge and experience in environmental work, asbestos lead, PBC Soil, remediation etc
  • Previous team lead, managerial, or supervisory experience
  • Strong written and verbal communications skills, as well as strong interpersonal skills.
  • Computer proficiency to include Microsoft Office (Word, Excel, Powerpoint)
  • PREFERRED EXPERIENCE:
  • Experience in electric construction and/or operations
  • Working knowledge of construction operation software/applications

Physical Demands

  • Must respond to system emergencies
  • Must work at field locations in all weather conditions
  • Must work in an environment that includes heat, noise, confined spaces, and high elevations
  • Must work in inclement weather and adverse conditions (i.e., excessive heat, cold, noise, confined spaces)
  • Must travel to company locations to work on storm restoration and heat contingencies
  • Must use their personal vehicles and transport, store, and secure company laptop computers and other job related equipment in the vehicle. Reimbursement for use of personal vehicle is available through the company mileage procedure.

Other Physical Demands

  • Must be able to respond to Company emergencies by performing a System Emergency Assignment to restore service to our customers.
  • Must be willing and able to travel throughout company service territory as needed.
  • Must be willing and able to make required field visits within service territory.
  • Must be willing and able to work occasional extended hours due to departmental needs and for company emergencies.
