Job Description

Mission Statement

Core Responsibilities

  • The Project Specialist works directly with the various Con Edison and/or Orange & Rockland operating organizations (Electric, Gas, Steam, Substations, or S&TO) and various other support groups to enhance their emergency management processes through preparedness, planning and coordination of company resources during emergencies and subsequent response and recovery efforts.
  • The Project Specialist's primary function is to develop and conduct exercises, perform evaluations for both exercises and operational related emergencies, as well as coordinate external agency support to help ensure the companies emergency preparedness efforts.
  • Emergency Preparedness Specialists are expected to work as, or support, on-call staff during company emergencies and fulfill an emergency role, as required by his/her designated System Emergency Assignment.

  • Work with other Emergency Preparedness sections in an effort to support a comprehensive, progressive, risk-driven, integrated, collaborative, coordinated, flexible and professional emergency preparedness program.
  • Promote and support the Company's commitment to the use of emergency management principles; the ICS during emergencies and exercises, and compliance with Corporate Instruction (CI) 260-4.
  • Oversee and implement the Department's Emergency Preparedness all hazard drill/exercise program.
  • Lead, develop, design, and conduct exercises and After-Action Process, as required.
  • Develop and conduct the Integrated Preparedness Plan Program and annual Workshop.
  • Act as the Emergency Preparedness and Business Resiliency Liaison Officer during Serious or higher ICS mobilizations.
  • Serve as the Emergency Preparedness on call duty liaison and coordinate internal and external communications and field support, as required.
  • Timely coordination of accurate responses to external and regulatory requests for information.
  • Support Corporate Emergency Response Center (CERC) activations and exercises, as required.
  • Support external agency Emergency Operations Center activations and exercises, as required.
  • Coordinate staffing, planning and exercises for Emergency Operation Center Liaison program.
  • Develop and update Emergency Preparedness exercise, training, and liaison procedural documents.
  • Use of the Company's Tracking System, Archer.
  • Support the annual review/update and regulatory submittal process of Corporate Coastal Storm Plan, as required and in a timely manner. Communicate revisions to relevant stakeholders.
  • Participate in field visits and interact with Emergency Response Group (ERG) personnel, as needed.
  • Track exercises and the department's related Key Performance Indicators monthly and submit weekly highlights.
  • Timely coordination of accurate responses to external and regulatory requests for information.
  • Develop and provide Con Edison system, emergency preparedness, exercise and ICS related training to internal and external customers.
  • Serve as the Con Edison designee to support external stakeholder exercises, subcommittees and working groups.
  • Support the maintenance of the Emergency Preparedness website and communication efforts.
  • Compliance with Corporate and departmental training requirements.
  • Timely completion of projects in accordance with the needs of the various organizations.
  • Ability to complete multiple assignments with changing priorities while still meeting deadlines.
  • Excellent written, verbal and interpersonal skills and can develop relationships and effectively interact with employees throughout the company.
  • Perform other related tasks and assignments as required.

Required Education/Experience

  • Master's Degree and with 2 years of related work experience or
  • Bachelor's Degree and with 3 years of related work experience or
  • Associate's Degree and with 5 years of related work experience or
  • High School Diploma/GED and with 7 years of related work experience

Preferred Education/Experience

  • Bachelor's Degree and 3 years Emergency Management, communications, business, management, operations, public administration related experience preferred

Relevant Work Experience

  • Must have at least three years of project/program management, engineering or operational work experience. Required and
  • Knowledge of Incident Command System principles. Required and
  • Basic understanding of the operation of energy commodity systems (e.g., electric overhead and/or underground distribution systems, steam, gas, substations and transmission operations). Required and
  • Should exercise independent judgment and render sound business and policy decisions. Required and
  • Must be well-organized, detail-oriented, and flexible and be able to handle multiple tasks, changing priorities, and achieve critical deadlines. Required and
  • Excellent interpersonal and communications skills are required in order to effectively interact with regulatory agencies, regional operations organizations and senior-level executive management both within and external to the Company. Required and
  • Must demonstrate proficiency in Microsoft Office applications: Word, Excel, Outlook and PowerPoint. Required and
  • Training in ICS Basic, IS-700, Advanced ICS (ICS-200), ICS-300, FEMA IS-120 and IS-130 must be satisfactorily completed within 1 year of hire. Required and

Other Physical Demands

  • Must be able to respond to Company emergencies by performing a System Emergency Assignment to restore service to our customers.
  • Must have a valid driver's license and be able to drive a company vehicle.
  • Must be able and willing to travel to various Company locations and to the field as needed.
  • Must be able to stand liaison duty on a rotating shift.
  • Candidate is able to work outside in all types of weather and will be required to participate in off-hour emergency response activities, including weekends and holidays.
