Job Description

Core Responsibilities

  • Develops, implements, and manages safety, health and environmental programs for Company and Contractor employees. Ensures that safe work practices are followed and that the environment is fully protected in accordance with Company policy and governmental regulations.
  • Maintains commitment to the Way We Work Principles, and adheres to the Company's Standards of Business Conduct and other Company procedures including Environmental, Health and Safety (''EH&S''), Equal Employment Opportunity (''EEO''), discipline, and security.
  • Serves as a recognized EH&S leader and extracts from Construction's management and union employees a strong commitment, leadership, and involvement in EH&S. Promotes a culture of honesty, integrity and openness regarding EH&S issues.
  • Maintains subject matter expertise in EH&S matters pertinent to operating areas and provides advice, counsel, and information to all levels of the organization. Serves as Construction's Subject Matter Advisor for a wide range of EH&S issues.
  • Develops and implements programs, strategies and plans to ensure that local operations effectively protect workers, the general public and the environment from the potential physical, chemical and biological hazards associated with or produced by Company operations and activities.
  • Develops performance standards, criteria, and goals in conjunction with the field groups, continually measures performance, and reports on status and attainment of goals.
  • Provides guidance, oversight and training to Construction's field operations groups. Works with field groups to ensure that all local operations are conducted in compliance with federal, state and local EH&S regulations and standards as Company procedures and protocols.
  • Serves as mentor, coach, and advisor to EHS Senior Specialists and Operations Inspector workforce.
  • Initiates and disseminates expert communications on EH&S issues between all organizational levels within Construction to promote a strong EH&S culture. Ensures that EH&S information is accurately and efficiently disseminated to operating field groups. Develops training and delivers quality presentations to Company employees.
  • Supports reduction of EH&S Notices of Violations through effective field oversight and constructive collaboration with operating organization.
  • Conducts and oversees field audits of Company crews and the contractor work force. Conducts post-event meetings. Manages and prioritizes corrective actions.
  • Conducts EH&S Self-Assessments. Assesses the effectiveness of EH&S efforts, documents deficiencies, and coordinates with field groups to aggressively pursue global corrective actions and preventive measures with the goal of protecting the worker, the general public and the environment.
  • Ensures that all field group documentation, including, but not limited to, permits, licenses, certificates, reports, and inspection records are submitted and/or maintained in a timely, complete, accurate, accessible manner as required by government regulations and Company policies and procedures.
  • Develops and implements new Safety Strategies, Work Process Improvements, and Resource Conservation Initiatives, which have Company-wide implications.
  • Serves as lead on work groups and committees to be a catalyst for change, ensure procedure compliance, and develop EHS programs and policies.
  • Assumes Emergency Management roles and responsibilities to support Company's Coastal Storm Plan.
  • Assumes Delegation of Authority for Section and Department Managers as required.

Required Education/Experience

  • Associate's Degree and 5 years of relevant work experience

Preferred Education/Experience

  • Bachelor's Degree Safety, engineering, physical science, or biological science and 3 years of relevant work experience
  • Bachelor's Degree Non-technical discipline (e.g., business, social sciences and 5 years of relevant work experience
  • Master's Degree Safety, engineering, physical science, or biological science and 2 years of relevant work experience

Relevant Work Experience

  • Strong working knowledge of Federal, State and Local EH&S Regulations for environmental, health and safety concerns (including but not limited to asbestos, lead, natural resources, water discharge management, oil management, hazardous waste, remediation issues, excavations, confined space). Required
  • Must be highly motivated and committed to delivering excellence in the area of EH&S and must recognize the critical importance of teamwork. Required

Physical Demands

  • Must respond to system emergencies
  • Must work at field locations in all weather conditions
  • Must work in an environment that includes heat, noise, confined spaces, and high elevations
  • Must walk, stand, lift, climb, bend, kneel, stoop, and/or reach
  • Must travel to company locations to work on storm restoration and heat contingencies
  • Must wear all necessary personal Protective Equipment (PPE), including; fire retardant clothing and safety harness

Other Physical Demands

  • Must be able to respond to Company emergencies by performing a System Emergency Assignment to restore service to our customers.
